Management and Structure
State enterprise Turto Bankas is a limited civil liability state-owned legal entity, which controls, uses and disposes of the assets entrusted to and acquired by it in accordance with the right of trust. The Ministry of Finance of the Republic of Lithuania, which appoints and recalls other managerial bodies of the company (the Manager of the company and the Board), implements the rights and obligations of the owner. The Board of Turto Bankas is comprised for a term of four years from five members, among which there must be one civil servant, three independent natural persons and one representative of employees.
The Board of Turto Bankas was appointed through the Minister of Finance of the Republic of Lithuania Order No 1K-351, of 27 October 2022.
Laimonas Belickas
The chair of UAB Orion Leasing has more than 26 years of experience in banking, finance and internal audit services areas, and more than 16 years of experience of managing companies and their separate areas of activity in Lithuania and other Baltic countries. He is participating in the activity of the boards of other state-owned companies and non-governmental organisations. He was elected to the Board of Turto Bankas as an independent board member in strategic planning and management of competences area.
Lina Frejutė
Lina Frejutė is Head of Accounting Information Systems Strategy Management Group of the Ministry of Finance, having more than 15 years of experience in managing the institutions belonging to the Ministry of Finance and supervising the activity of the companies. She represents the state (when the representation is entrusted to the Ministry of Finance) as the owner of these companies and institutions, securing the rights and obligations of the participant or shareholder, as well as project planning, management and implementation in the public sector.
Aurimas Tomas Staškevičius
Head of the Crediting Service of LTL Kredito Unija, Aurimas Tomas Staškevičius participates in the activity of other state-owned, municipality-owned companies and non-governmental organisations. He has 15 years of experience of managing the companies operating in banking, credit and leasing. He was elected to the Board of Turto Bankas as an independent board member in finance and risk management of competences area.
Marius Junda
Head of Finance of UAB Girteka Europe West, Marius Junda has 12 years of experience in working and managing the areas of companies’ finances and real estate. He was elected to the Board of Turto Bankas as an independent board member in development of real estate business projects and management of competences area.
To increase the effectiveness of activity and improve the control system, an Audit Committee was established through the SE Turto Bankas Decision No SK 2-10 of 13 February 2024.
In accordance with the Articles of Association of Turto Bankas (approved by the Ministry of Finance), the committee is comprised of three members, two of which are independent experts. The committee helps to secure the benefit of financial and activity decisions being adopted for the shareholders of the company, the company, employees and clients. The committee acts as an advisory body to the board, the functions of which are outlined in the Law on Audit of Financial Reports. One of the main tasks of the committee is to monitor the results of activity and financial reports audits, the independence of external auditors, assess and supervise the company’s internal audit work and monitor the quality of internal control. The Audit Committee also pays much attention to the control of the effectiveness of activity, attainment of goals and control of other risks, internal control, conformity and monitoring of internal audit systems of Turto Bankas.

Modesta Acutė
Experience
Modesta has accumulated significant experience in numerous large Lithuanian companies. Throughout her career, she accumulated not only managerial, but debt administration, property management and other experience. Before joining SE Turto Bankas, Modesta was working at the company’s Ignitis Group Service Centre, where she took up the position of the Head of Group Property Management and Administration. Prior to Ignitis, for almost nine years she was the head of Buildings and Transportation Department in the company Energijos skirstymo operatorius. In both of those companies, she was responsible for the 60,000–100,000 sq. m of managed property and a vehicle fleet of approximately 1,000.

Mindaugas Liutkus
Experience
Mindaugas has accumulated many years of experience in numerous international companies. Throughout his long career in various companies, Mindaugas has gained experience of strategic planning, effectiveness of activity, cost control, finance management and modelling, money flow control and other kinds of relevant experience, which will help to ensure the effective activity of SE Turto Bankas and its transparency. Before joining SE Turto Bankas, Mindaugas was working as the Head of Finance of the company Brikers LT. Before, he headed the business control and analysis department at the company AB TG CARGO’, and for a long time he worked at Nordea bank where he was responsible for the finance function. Mindaugas has accumulated most of his international experience while working at Omnitel, where he closely cooperated with colleagues from Northern Europe countries.
